In a related context, Qatar recently launched the "One Million Tree Initiative", as a social programme to promote environmental sustainability, adapt to the expected effects of climate change, reduce emissions and improve air quality, the minister added.

One climate policy expert questioned the narrow focus of Bloomberg's report, however.

"This science based assessment shows again that in particular the large climate polluters do hardly anything for the transformational shift we need", said Stephan Singer from the Climate Action Network.
