Cuomo was returning from a speaking engagement at The Association for a Better New York, a non-profit organization focused on community and business development, when he and his team came across the crash.

While he was talking to a special interest group, the governor conceded that changes have to be made to the law which took effect days ago.

The bill was passed by the Democrat-controlled state Legislature a year ago as part of New York's overall budget package.

Democrats championed the criminal justice changes as one of their top successes, after seizing control of the state Senate for the first time in a decade-putting all three branches of state government under democratic control.

"People that are accused of crimes, that are real significant crimes, but not major crimes, shouldn't just be sitting in jail because they can't afford to make bail", said Gaughran. If you don't have access to wealth, you don't make bail.

In 2017, Cuomo was photographed helping tow a stranded driver's vehicle alongside the Sprain Brook Parkway, according to a Lohud report. "As far as changes go, we'll believe it when we see it", says the spokesperson.
