Stealing signs has always been a part of baseball, and the practice typically involves a team watching the hand signs used by an opposing team, such as those between a catcher and a pitcher.

The league's ruling marked an incredible turn for a franchise considered among the most advanced in baseball after winning the 2017 World Series, a title now marred by allegations of cheating. The Red Sox won't want their manager's suspension hanging over them for a full season, nor do they want an interim manager who is merely keeping the seat warm until 2021.

Cora began calling the replay room for the information early in the season. If a team can interpret what those signs mean, it can give them an advantage when their batter is at the plate.

According to the report, Cora invented the system. and while he hasn't been punished yet, it's clear a MASSIVE suspension is coming for the Boston manager.

The scheme described here is similar to the type of scheme the Red Sox allegedly used during the 2018 season, which is being investigated. Hitters are also allowed to visit the replay room during games to study their swing.

On occasions, employees in the replay review room communicated the sign sequence with text messages sent to a staff member on the bench with a smart phone - or, in other instances, to a cell phone nearby, the investigation found. If they pick up a catcher's sign from second base, they may bring information back from the dugout and confer with teammates.

■ The commissioner says in the report that he will not discpline individual players because of a September 2017 decision to "hold a Club's General Manager and Field Manager accountable for misconduct of this kind".

Hinch told my investigators that he did not support his players decoding signs using the monitor installed near the dugout and banging the trash can, and he believed that the conduct was both wrong and distracting". Cora was involved in developing both the banging scheme and utilizing the replay review room to decode and transmit signs.
