Neil Basu, the country's top counter-terrorism police officer, welcomed the move to keep the most unsafe offenders locked up for longer but said it was only part of the solution.

Basu, who was speaking out after 20-year-old Sudesh Amman stabbed two people in Streatham, London before being shot dead by police officers, admitted that police were struggling to keep on top of surveillance of unsafe individuals.

He said the scale of the challenge meant the police needed the public's help to stop future attacks.

With the UK's terror threat level now set at "substantial", meaning an attack is likely, Mr Basu said the "threat is, despite our best efforts, not diminishing".

"But with 3,000 or so subjects of interest now on our radar, and many convicted terrorists soon due to be released from prison, we simply can not watch all of them, all the time", he said. "Communities defeat terrorism and public information and action, including being vigilant, saves lives", he told the Evening Standard.

Amman was still considered a threat and was under intensive police surveillance, but authorities had no means to keep him in prison under current legislation. "That is why early intervention.is key". Police killed the suspect on the scene.

But officials said they are confident they have the flexibility to change how an offender serves their sentence, by extending the time they spend behind bars rather than on licence. One said: 'She was very fearless.
