A witness near the scene in western Kabul said the blast happened near the Marshal Fahim military academy, where security officers are trained in the country.

Nasrat Rahimi said, "The blast affected several people, including civilians and military personnel".

There has been no immediate claim of responsibility for the suicide attack. The Taliban and militants from the Islamic State group regularly target Afghan forces.

A security source speaking on the condition of anonymity told AFP that the attacker was on foot when he targeted a vehicle near a checkpoint as it was entering the academy, known as "Sandhurst in the Sand" in reference to the famous British school.

According to a resident, it was a big explosion and a gunfire was also heard later and ambulances rushed to the area quickly.

The US and Taliban are pursuing talks to come towards a peace pact.

For his part, Afghan President Ashraf Ghani condemned the attack in a statement released by his office.

If the reduction in violence holds, the US and Taliban would be expected to sign an agreement to begin talks involving the Taliban and Afghans from across the nation, including some who hold government positions but don't represent the government.

"The Secretary informed me about the Taliban's proposal with regards to bringing a significant and enduring reduction in violence", Ghani said.

The Special Inspector General for Afghan Reconstruction (SIGAR), John F. Sopko, says his report is the first to look at the human cost of rebuilding Afghanistan following the 2001 USA -led invasion.

"We are hoping that we can have a peace accord that will take the process to an intra-Afghan dialogue that will allow all of the Afghan community groups, citizens' groups, to sit at the table and determine for themselves what they want for the country", she added. While the identities of the three victims are not yet public, officials did say there were both military and civilian casualties.

India condemned the heinous terror attack in Afghanistan's Kabul on February 11 and asserted that the global community must unite in the fight against terrorism.
