New York Governor Andrew Cuomo said Tuesday the rate of coronavirus cases in New York state is doubling every three days and compared the outbreak to a "bullet train".

With cases surging, Cuomo said new projections estimate his state will need 140,000 hospital beds once the crisis reaches its apex, which could happen within 14 to 21 days instead of in May as previously forecast.

"We must dramatically increase the hospital capacity to meet that highest apex, and we have to do it very quickly", he added.

More testing is coming to the state as medical professionals begin to find ways to combat the virus.

Dozens of troops arrived at the sprawling 1.3 million-square-foot convention center on Monday morning, hours after Governor Andrew Cuomo and President Donald Trump confirmed plans to set up 1,000 beds inside. He said Monday that, ideally, hospitals would increase bed capacity by as much as 100%.

On Tuesday, New York State is starting drug trials on chloroquine and hydroxychloroquine, which the FDA approved for compassionate care use last week.

NY now has 53,000 hospital beds; it anticipates needing as many as 113,000 to cope with demand from COVID-19.

"The first was to limit the amount (of) elective surgery and other things that go on", says Dr. David Battinelli.

"The biggest issue on capacity for the hospital really is increasing the number of intensive care unit beds, since a number of the patients - usually up to around 25% of the hospitalized COVID patients - need some type of intensive care", he says. The state now has around 53,000 beds, according to Cuomo.

"You can't call off the best weapon we have, which is social isolation, even out of economic desperation, unless you're willing to be responsible for a mountain of deaths", Arthur Caplan, founding head of the Division of Medical Ethics at NYU School of Medicine, told The New York Times. "I've spoken with a number of health officials and there is a good basis to believe that they could work". "We're now looking at a bullet train".

"We have to prioritize resources and your activity to where they are needed, and NY is looking a problem that is of a totally different magnitude and dimension", Cuomo said.

However, the US has been very cautious about using the drugs in treating COVID-19 patients due to skepticism from the FDA. Cuomo said people's blood will be tested to see if they have developed antibodies to COVID-19.
