The travel ban was part of a number of new measures introduced as Australian tightens coronavirus restrictions and expands limits on gatherings to include weddings, funerals and other events.

Following a meeting with state and territory leaders, Morrison said previous "do-not-travel" warning issued by the Department of Foreign Affairs and Trade will turn into a ban from Wednesday.

"But it strikes me on those numbers there are people defying that advice and looking to go overseas on leisure travel".

It may involve compassionate travel and essential travel for employment, things of that nature.

"Recent travel from overseas is still the main driver of our new infections", the Health Ministry said.

"The direction is being worked on overnight, a soon as that direction is signed off by the health minister, it will come into force then and that will happen tomorrow".

Mr Morrison said he was "deeply sorry" to the hundreds of thousands of Australians who had already, or what shortly lose their jobs.

The Prime Minister announced that Australians will face even tighter restrictions on daily life, including strict rules around weddings and funerals, as the country grapples with the "very concerning" growth in coronavirus cases.

Schools will continue to remain open despite increasing pressure for a nationwide shutdown.

"People shouldn't be doing it right now".

Chief Medical Officer Brendan Murphy said people must avoid any unnecessary interactions with close contact.

"These measures are really draconian", he said.

"We are very anxious about the rate of rise of the number of coronavirus cases in Australia, particularly over the last few days", Prof Murphy said on Tuesday night.

Scott Morrison defended the public health campaign so far, pointing to messaging on social media and bus shelters.

Risk communication experts say the confusion isn't necessarily due to the government's COVID-19 policy, but a breakdown in communication that means members of the public do not understand the rationale behind these decisions.

"The text messaging, yes, that will be coming very, very soon - very soon. I can't be clearer".
