Last month, Los Angeles County also announced that it would be sending all 5.4 million registered voters a mail-in ballot for the election.

Gavin Newsom (D) on Friday signed an executive order permitting all registered voters in the Golden State to vote by mail in the upcoming presidential election, citing health concerns stemming from the Chinese coronavirus epidemic.

Newsom said that his order would still allow an "appropriate number" of in-person voting sites, saying that some voters, including those that are disabled, require technological help to cast a ballot.

"Elections and the right to vote are foundational to our democracy", Newsom said in a release. Californians who may need access to in-person voting opportunities - including individuals with disabilities, individuals who speak languages other than English, individuals experiencing homelessness, and others - will still be able to access in-person voting opportunities.

If counties don't have clarity for in-person voting methods and other November election details by May 30, Newsom may issue another order addressing election issues.
