Mr Tochilovsky publicity stunt has got several Ukrainian officials to push the Ukrainian foreign ministry to expedite the travel requests of the babies' parents.

The Hotel Venice belongs to the clinic BioTexCom, which released video footage of the babies to raise public awareness and spur the government into acting more quickly. Reuters reported that a surrogate mother typically receives about $15,000 to $17,000 through BioTexCom.

BioTexCom claims to be "a well-developed, ever-expanding, modern centre for reproduction that deals with foreign infertile couples".
