California relaxes some county criteria for reopening”

Gavin Newsom (D) told CNN's "State of the Union" on Sunday that the federal government has a "moral obligation" to provide funding for states in its next coronavirus relief bill, noting that police officers, health care workers and firefighters will be the first ones laid off as a result of massive budget deficits.

The California governor says that if current trends continue, teams may return to playing without live spectators.

County hospitalization rates of COVID-19 patients cannot increase more than 5 percent over 7 days or nor more than 20 COVID hospitalizations on any single day in the past 14 days.

"Hockey, basketball, baseball, football - whoever can reopen - we're a ready, willing and able partner", Cuomo said.

The updated criteria states counties must show their hospitalization and intensive care unit (ICU) rates remain stable and the number of COVID-19 patients has not increased by more than 5% over the past seven days on average. Additionally, if there is a spike in COVID-19 cases the county must have a plan to reinstate part of the stay-at-home orders and be prepared to meet the clinical needs of residents.

On Monday, the governors of California, New York, and Texas, announced that pro sports leagues could begin returning to normal business operations within the next few weeks.

Newsom's comments Monday came during an announcement in which he outlined criteria for allowing most of the state's 58 counties to begin allowing dining in restaurants and other services.

Amid the pushback from counties, Newsom also adopted a framework to allow some areas to move ahead of his administration's pace.

The new rules notably scrap the requirements that a county must have zero deaths and no more than than one case per 10,000 residents over a two-week period.
