The UK has signed up to support the inquiry and British Foreign Office spokesman said: "There will need to be a review into the pandemic, not least so that we can ensure we are better prepared for future global pandemics".

But since it is not a United Nations member, Taiwan required an invitation to attend the assembly as an observer - which was not forthcoming, despite a strong push in recent weeks with backing from the United States, Japan, New Zealand and others.

He, however, welcomed the call for an independent probe into the response to the pandemic saying learning was important.

Tabled by the European Union, the resolution calls for an "impartial, independent and comprehensive evaluation" of the global response to the coronavirus crisis.

He continued to fiercely defend China's response to the outbreak, calling the pandemic the most serious global public health emergency since the end of World War II.

He said that China, which has poured billions of dollars of investment into the continent in recent years, is helping to build a centers of disease control there using a cooperation mechanism with 30 African hospitals.

The WHO chief's remarks followed an address by Chinese President Xi Jinping who backed the review of global health response to Covid-19, but said such an evaluation should happen only after the pandemic was over.

United Nations Secretary-General Antonio Guterres, in opening the meeting on Monday, called the World Health Organization "irreplaceable" and condemned countries who failed to work together.

Beijing considers the autonomous island a province awaiting reunification and seeks to exclude it from all worldwide organisations.

Twenty-two nations - 14 of the 15 countries that recognize the Taipei government and a group of eight led by the US and Japan - had been forecast to back Taiwan's participation in a vote ahead of the meeting.

Taiwan's Presidential Office also expressed anger, saying the Taiwanese people have "the absolute right" to participate in the worldwide community and that the island would not bow to Chinese pressure.
