A record eight minority head coaches led National Football League teams at the start of the 2017 season.

The rule changes were put forward by the workplace diversity committee that Rooney chairs and the competition committee, on which Steelers head coach Mike Tomlin serves. Commissioner Roger Goodell wants to incentivize minority hires by moving up in the draft.

"What the ownership voted on today has been a fight for decades to get mobility that disproportionately affected people of color", Vincent said.

The NFL will change its Rooney Rule to require at least two interviews with external, minority candidates for future head coaching opportunities.

"For the first time the Rooney Rule will also apply to a wide range of executive positions". It would move up 10 spots in the third round for hiring a minority GM. Those include club president and senior executives in communications, finance, human resources, legal, football operations, sales, marketing, sponsorship, information technology and security jobs.

Rooney said in a statement the policies show a commitment to "diversity, equity and inclusion in the National Football League". Previously, the Rooney Rule had required teams to interview only one minority candidate for head coach and none for coordinator. And it isn't just head coaches and general managers. Only one opening was filled by a minority candidate, Brian Flores in Miami.

An assistant coach can not be denied the opportunity to interview with a new team for a bona-fide Offensive Coordinator, Defensive Coordinator, or Special Teams Coordinator position; A non-high-level/non-secondary football executive from interviewing for a bona-fide Assistant General Manager position. "And the thing minority coaches should really be liking is they can no longer block you from interviewing for jobs".

Part of the reason this rule was initially in place was to prevent teams seeking interviews from inventing phony, nominal titles - think "assistant head coach" or "associate head coach" - as a way of stealing quality coaches and not actually allowing them for true career advancement.

Under the other measure, the league would eliminate the anti-tampering barrier that now allows teams to block assistant coaches from interviewing for coordinator positions with other clubs. No contract can be negotiated or signed until after the conclusion of the employer club's season.

In the league release there is no mention of the reported draft pick bonuses that would be offered to teams if they hired a minority head coach or general manager. "There was a great deal of support, but also suggestions and amendments that we may try to go back and talk to the Fritz Pollard Alliances and others and strengthen it".

The proposal, which received mixed reviews in recent days, was on the agenda during the owners' annual mid-May meetings, which are being held via video conferencing this year.
