United Kingdom to introduce '14-day quarantine' for worldwide arrivals”

Officials have not ruled out a plan for "air bridges" at a later stage - where the United Kingdom agrees travel to some other countries like France would be exempt from the quarantine restriction - but this is not part of current arrangements.

"The reality is we are saying to people if you are going to go overseas you need to look at the fact you may well need to do quarantine when you come back", UK Northern Ireland Secretary Brandon Lewis told the BBC, in reference to the expected announcement. "We have to be clear ... we want to avoid a second wave and that is absolutely vital".

What does the new system involve?

All arriving passengers will be required to fill this in to provide contact and travel information so they can be contacted if they, or someone they may have been in contact with develops the disease.

She said those who breached the quarantine in England could be fined 1,000 pounds ($1,218), and that spot checks would be carried out by health and border officials.

Border Force will undertake checks at the border and may refuse entry to any non-British citizen who refuses to comply with the regulations and is not resident in the UK.

The Home Office said the proposed accommodation will need to meet necessary requirements, such as a hotel or a private address with friends or family.

The government argues that it simply wouldn't have made enough of a difference while the virus was spreading widely within the UK.

Later, those returning from Italy were told to self-isolate.

There are also questions about how this will work in practice and what it will mean for the travel industry, which is already suffering huge losses.

The quarantine will not apply to those arriving from the Irish Republic, nor to freight drivers, medical professionals and seasonal agricultural workers.

He told Nick Ferrari: "Quarantining people coming into the country really matters when of if we get our incidence really low - so if our incidence is much lower than other countries then it makes some sense to do that".

France says it may quarantine people arriving from an area "where the virus is circulating", but it has not published a list of targeted areas.

Britain did not close its borders during the worst of the country's coronavirus outbreak, which has been linked to more than 36,000 deaths in the U.K. It is introducing its quarantine just as many other European countries are starting to open up again. The French presidency said those coming from European Union countries, from Britain and from the passport-free Schengen area will be exempted.

The arrangements are due to come into effect on 8 June.
