Amateurism rules now prohibit college athletes from signing endorsement deals, selling autographs or memorabilia, earning money for public or private appearances or otherwise pursuing business deals in relation to their association with a college sports program while enrolled in college and on athletic scholarship. California really started the snowball rolling downhill when it signed the Fair Pay to Play Act.

Florida's 2021 target date for the law is not new and was created to both be ahead of the 2023 effective date of California's name, image and likeness law and put pressure on the NCAA.

If it all happens as expected, it'll be the first legislation of its kind implemented at the state level. "If you're a blue-chip, high school recruit out there trying to figure out where to go, I think any of our Florida schools is a great landing spot".

DeSantis listed the state recommendations for a return to on-campus instruction in the upcoming school year. "I see people going to Alabama and Clemson and I know they've got good programs, but there's nothing better than winning a national championship in your home state". The bill will officially go into effect on July 1, 2021.

The bill grants players the opportunity to "earn compensation for the use of her or his name, image, or likeness".

Some Federal lawmakers have expressed concerns about the NCAA's desire and ability to regulate NIL compensation.

A federal law could supersede state laws regarding name, image and likeness.

There are still details to be written and hammered out, but that is expected to be completed by October 31, with a vote taking place no later than January 31, 2021.
