Victorian Health Minister Jenny Mikakos told reporters on Monday they were "obviously concerned" by the increase in the number of cases and the upward trend.

"Many of the cases that have come through today are overwhelmingly concentrated in those priority suburbs".

"I expect there'll be at least as many positive cases as we've had over the last 24 hours".

At the height of the first wave, Victoria reached 111 new cases in a day, but a much smaller proportion contracted the disease locally.

Victoria has seen a spike in COVID-19 cases over the past weeks.

Three of the new cases also involve security contractors already in quarantine at the Stamford Plaza, bringing the total of that outbreak to 23.

Six previously reported cases were confirmed to have been contracted through community transmission where contact tracing could not establish the source of the infection.

The total number of cases in Victoria since the pandemic began now stands at 2,099.

"There is now a link that has been established between the North Melbourne family outbreak and the Brimbank family outbreak", Mikakos said. This is believed to bring the combined total of these outbreaks to 31.

He said any possible lockdowns on certain suburbs - something the state's premier has indicated could happen- are a "balancing act". We are not there yet.

"We don't want to drive people out of suburban areas into new unaffected areas".

Victorian Chief Health Officer Brett Sutton said partial lockdowns to contain the spread of the virus were not off the table and foresaw the situation aggravating.

"It's a real challenge for people in their homes if that's what's required, but it's absolutely an option. and we'll use it if it's required".

He said: "The public health directions chasing the law is something we have to consider because we have to do whatever is required to turn this around".

However, Sutton flagged that future lockdowns could be more household-focused than previous restrictions.

"We have seven states and territories at the moment in Australia, where there is either no or virtually no community transmission ... and what that means is resources that are available in other states can also be deployed to assist", the prime minister said.

However, restaurant and shops will reportedly not have to close due to Covid-safe plans which have mediated the risk of transmissions.
