In Seattle, police arrested 45 people during a night of violent protests in which demonstrators set fire to trailers by a construction site for a youth detention facility.

The tactics of federal officers in Portland have drawn the ire of local leaders and Democrats in Congress, who say those officers are using excessive force and complain of overreach by the Trump administration.

That same night, Trump stood before Mount Rushmore and accused protesters around the country who have pushed for racial justice of engaging in a "merciless campaign to wipe out our history". Projectiles and tear gas flew across the sky, in what one observer described as a scene resembling a battlefield.

The president last week announced that, along with Portland, he is deploying 100 federal agents to Chicago to help combat rising rates of some crimes - a move that marks an expansion of the White House's intervention into local law enforcement as Trump continues to position himself as the "law and order" president.

The Portland Police Bureau (PPB) said a crowd emerged outside the federal courthouse, at first peacefully listening to speakers.

The demonstrators, showing up at federal buildings - likely knowing it is where the federal agents are - stir up unrest to get tear gas deployed only to blow it back at the courthouse, in "leaf-blower wars", The Washington Post reported. That combination makes the standard for granting such a motion very narrow, and the state did not prove it had standing in the case, Mosman wrote.

David Morrell, an attorney for the US government, called the motion "extraordinary" and told the judge during a hearing this week that it was based exclusively on "a few threadbare declarations" from witnesses and a Twitter video.

Rosenblum said the ramifications of the ruling were "extremely troubling". She also said two other agents were injured. Rosenblum said in a statement.

Mr Trump's troops plan has met with stiff resistance from several city mayors, many of them Democrats who accuse the United States president of magnifying the problem for political gain.

Demonstrators tore down a fence surrounding Portland's federal courthouse building where USA agents have been stationed.

Rioters launched fireworks at the courthouse overnight on Friday and tried to take down the fencing. They scattered as clouds of gas rose up and agents fired crowd control munitions.

"Portland Police declared a riot based on the conduct of people in the crowd and gave repeated warnings that anyone who remained may be subject to arrest or citation and may be subject to force including impact weapons or tear gas", the press release read, adding that police followed to disperse the crowd and "several arrests were made during the dispersal", but not specifying the specific number of arrested people.

Beyond the debate over whether the federal response to the Portland protests encroaches on local authority, another question arises: whether the Department of Homeland Security, with its specialized national security focus, is the right agency for the job.

US officers "working to protect the courthouse have been subjected to nightly threats and assaults from demonstrators while performing their duties", according to a statement from Williams' office.
