"There's capacity for us, it's not a function whether there's capacity or not, it's a function of the individual decisions that treating doctors make both about the infection, prevention and control risks in a given aged care setting, and also the clinical circumstances of that patient".

He revealed his mother had been hospitalised in intensive care with breathing difficulties, and criticised a delay in testing and quarantining residents.

On Sunday, DHHS said the cluster had grown to 24 cases. "It affects different facilities in different sorts of ways when we're talking about aged care", he said.

Professor Sutton said the growing number of cases in aged care facilities was a effect of community transmission.

"Based on the number of people who were together - people who were together in rooms, based on the number of single rooms, based on the level of care for those aged care residents, some of whom have very advanced dementia and behavioural issues as well as other care needs", he said.

He said aged care facilities are people's homes.

Three residents at Arcare Aged Care's Craigieburn facility have died in the past week, with the outbreak growing to 45 people on Saturday.

At least 60 cases were linked to the facility on Saturday.
