Isaias knocked out power and caused flooding and small landslides across Puerto Rico and the Dominican Republic on Thursday and now has strengthened into a hurricane as it begins moving into the Bahamas while heading for the U.S. East Coast.

As of Friday morning the storm was predicted to most impact Florida's central, eastern region before moving north.

The Hurricane Watch Net (HWN) activated on 14.325 MHz on July 31 at 1500 UTC as Hurricane Isaias [pronounced: ees-ah-EE-ahs] heads toward the United States on an uncertain trajectory.

One of the storm defying surfers thought the conditions "were not dangerous" but rather just flawless 'because the waves were too good'.

Southern Florida is forecast to be hit by the storm in earnest around 8 a.m. Saturday when Isaias makes direct landfall over the Bahamas.

Isaias was expected to produce 10 to 20 centimetres of rain in the Bahamas and the Turks and Caicos Islands.

In Florida, a hurricane warning - meaning hurricane conditions are expected somewhere within the area - extends from Boca Raton up to the line between Volusia and Brevard counties.

NHC forecasters say that a generally northwestward motion with some decrease in forward speed is expected through Sunday day followed by a turn toward the north-northwest late Sunday.

Warning of a unsafe and destructive storm surge, the NHC says that if the peak surge coincides with the ocean's high tide, coastal areas from Jupiter Inlet to Ponte Vedra Beach could see a surge of 2-4 feet.

The wave has a zero percent chance forming into a cyclone in the next 48 hours and a low 30% chance forming in five days.

"These rainfall amounts will lead to life-threatening flash flooding and mudslides, as well as river flooding".

"With the right protection and sheltering, we can keep people safe from the storm while at the same time trying to avoid making the pandemic worse", Cooper said Friday afternoon. "This will remain in effect until further notice", he said.

"If an individual has COVID symptoms, they will be redirected to a non-congregate sheltering option where they can more easily isolate", a statement from Cooper's office says.

The declaration affects 19 of Florida's 67 counties, and all beaches, marinas and parks have been closed in those areas.
