The planned lifting of social distancing measures in Trafford and Bolton while they remained in place elsewhere in the densely populated metropolitan area had proved controversial.

He said it was "following a significant change in the level of infection rates over the last few days".

Labour council leader Andrew Western had written to Health Secretary Matt Hancock to "urgently request clarity" on the Government's position on Trafford. Measures in Bolton and Trafford were due to be eased overnight after a fall in cases earlier in August.

Asked specifically if they should refrain from visiting friends and family, he said: "I follow what the leaders of the councils in both cases say and yesterday the leader of Bolton Council and the leader of Trafford Council wrote to the government saying they felt in the circumstances in which they found themselves that they wanted to stay under the restrictions".

"These restrictions were always hard to explain to the public but they are completely illogical now".

According to the latest available local infection data, 11 of the 63 neighbourhoods across Bolton and Trafford are now seeing higher rates of infection than before lockdown was imposed.

Labour shadow health minister Justin Madders said: "Once again the government is in complete chaos".

New Covid-19 cases are spread across the borough and are not limited to a single neighbourhood, community, or workplace.

Infections between different households appear to be the main cause of the spike, with people aged 18-49 representing the overwhelming majority of new cases, it added.

"This was the right decision at the time".

Andy Burnham has said that the United Kingdom has been trying to fight the coronavirus pandemic with a "Whitehall-knows-best approach" and called on the government to listen to council leaders.

"We have always been led by the data, which means we have no choice but to act quickly to keep everyone safe".

"And neighbouring boroughs are still under restrictions but with much lower numbers of cases".

Residents in the two areas will now be unable to meet people outside their bubbles either indoors in homes or in gardens. We all want restrictions out as soon as possible & proper funding for hyper local action.
