The city has been riven by protests since the August 23 shooting of Jacob Blake, a black man hit seven times in the back by police as he was getting into a auto while they were trying to arrest him.

Trump declared the violence "anti-American".

He spoke to the owners of a century-old furniture store that had been destroyed and blasted the Democrats in charge of Kenosha and Wisconsin.

"These are not acts of peaceful protest but really domestic terror", Trump said after touring damaged areas of the city, describing multiple nights of angry demonstrations last week that left two people dead. The conversation largely focused on Kenosha as a model for how local, state and federal law enforcement could work together to respond to riots.

Biden added that he "didn't hear much" from Trump in regard to the shooting of Jacob Blake. Protests have been concentrated in a small area of Kenosha.

After arriving at a nearby airport, the president was driven into the city with supporters brandishing American flags and protesters waving signs that read Black Lives Matter gathered along the route of his motorcade.

He said he tried to call the man's mother but opted against it after the family asked that a lawyer listen in.

Trump has refused to condemn the growing presence of armed vigilantes on the streets, calling the alleged killings by Rittenhouse "an interesting situation". The only words acknowledging the concerns of African Americans came from a pastor who attended Trump's law enforcement roundtable.

But critics noted the hypocrisy in condemning looting while failing to adequately address systemic racism and corruption that robs entire communities of wealth many magnitudes greater, and ignores the importance of rioting and looting in forcing the powerful to address such inequities.

Biden hit back, speaking to donors on a fundraising call after Trump left Kenosha. "So now he's trying to scare the hell out of America", Biden said.

Members of the National Guard secure a High School in Kenosha ahead of President Donald Trump's visit. But it was Wisconsin's Democratic governor, Tony Evers, who deployed the Guard to quell demonstrations in response to the Blake shooting, and he had pleaded with Trump to stay away for fear of straining tensions further.

"I am concerned your presence will only hinder our healing", he wrote in a letter.

Biden has assailed Trump as an instigator of the deadly protests that have sprung up on his watch.

Mr Trump told the press Wisconsin is "a great state" with "great people" adding: "We're getting it straightened out". "The city was on fire and we need healing, not a barrel of gasoline rolling in".

Biden's team was also considering visiting the city, although the civil rights organization NAACP advised on Tuesday that neither candidate should make the trip.

A viral video from August 23 in Kenosha, Wisconsin, showed Blake walking towards his vehicle as officers had their guns drawn on him.

President Trump speaks to the media before heading to Kenosha, Wis., to meet with law enforcement officials and to survey damage following civil unrest in the city.

He said the shooting in Portland was "disgraceful" and also said 17-year-old Kyle Rittenhouse was acting in self-defense when he shot two people in Kenosha. Since then marches organised both by backers of police and Blake's family have all been peaceful with no vandalism or destruction to public property.

Democrat candidate Joe Biden had a different take on the president's actions, accusing Trump of causing the divisions that have ignited the violence.

Wisconsin is a key battleground state where voter turnout could determine who wins its 10 electoral votes. Kamala Harris, that the officers involved in the Blake and Breonna Taylor shootings in Kentucky should be charged, Biden said, "Let's make sure justice is done".
