"In that moment we had an opportunity to protect him, to keep him warm, to bring him to safety, to begin the process of healing him and lifting him up", Warren said, according to NBC News. "We have to own the fact that in the moment we did not do that".

Activists have marched nightly in the city of 210,000 on Lake Ontario since the police body camera footage of the encounter with Prude were released by his family on Wednesday.

The footage shows a group of officers putting a mesh hood over Prude's head - apparently to prevent his spit from possibly transmitting the novel coronavirus - as he kneels naked and restrained on the street.

On March 23, Prude had just been released from Rochester's Strong Memorial Hospital after expressing suicidal thoughts. Officers warned demonstrators that they would be arrested if they carried on protesting - yet many did so, while others obeyed and left the street.

Mazzeo's remarks came a day after the city's mayor announced she would be suspending the officers involved in the incident. Nine protesters were arrested.

Rochester, a city of 200,000 people in the northwest corner of the state, erupted with protests this week after the Prude family released body camera footage from the arrest of Daniel Prude in March.

In video from Rogers, police are heard on a loudspeaker declaring the protest an "unlawful assembly" and ordering the crowd to disperse.

The New York Civil Liberties Union criticized the police use of "military tactics" including sound cannons, flash bangs, tear gas, and pepper balls against the demonstrators. 'The mayor and RPD must stop these warfare tactics now'.

U.S. authorities have moved to form a grand jury to investigate the death of Daniel Prude, a black man who died after Rochester police officers put a hood on him and pinned him to the ground to restrain him.

"The Prude family and the Rochester community have been through great pain and anguish, ' Attorney General Letitia James said in a statement Saturday. My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter", the statement reads. Joe Prude, Daniel's brother, said in front of reporters.

A police internal affairs investigation cleared the officers involved of any wrongdoing, concluding in April that their "actions and conduct displayed when dealing with Prude appear to be appropriate and consistent with their training".

So far, seven of the cops have been suspended with pay, but no charges have been filed.

In the end, some protesters were hit with projectiles, windows were broken at city hall, a U-Haul truck burned and three police officers were injured, the Democrat & Chronicle reported. They've also demanded police accountability and legislation to change how authorities respond to mental health emergencies.

Prude's father called for Mayor Lovely Warren and Police Chief La'Ron Singletary to step down.

Prude's death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. "I am also urging that we not let these peaceful demonstrations be commandeered by violent agitators, as we must focus on drawing attention to the true issues at hand and continue forging a path to a safer, more equitable Rochester". We were born and raised here, ' Warren said Sunday. "We are committed to making the necessary changes to make sure this community moves forward".
