With three weeks to go before the election, Trump is pushing to correct a stubborn deficit in national and battleground state polling as he continues to spread misinformation about a virus that he spent months downplaying. And it comes amid still-unanswered questions about the impact so much travel so soon could have on the 74-year-old president's health.

Trump returned to the White House after his COVID-19 hospitalization, released a series of videos, conducted phone or recorded interviews with Fox News, addressed a crowd on the South Lawn on Saturday, and then got into a spat with Anthony Fauci before returning to the campaign trail in Florida on Monday.

"I passed the highest test, the highest standards, and I'm in great shape", Trump told Sunday Morning Futures.

On Sunday, Trump tweeted, "A total and complete sign off from White House Doctors yesterday". He noted that test positivity rates are climbing in parts of the Sun Belt.

Trump's medical team had determined that based on the data and guidelines from the U.S. Centers for Disease Control and Prevention "the president is not infectious to others", Conley said.

In turn, Trump hosted his first rally since testing positive October 1.

Biden specifically attacked Trump's Florida visit, saying he was bringing nothing but "divisive rhetoric and fear mongering" to the state. "The longer Donald Trump is president, the more reckless he seems to get", Biden said.

Some recent polls have suggested a close race in the state, while others have put Democrat Joe Biden ahead.

It was Biden's second campaign trip in as many weeks to Ohio.

"We're winning by a lot more now than we were four years ago", Mr Trump said. "But, equally risky is what he fails to bring: no plan to get this virus that has taken the lives of over 15,000 Floridians under control".

Florida state Rep. Shevrin Jones, a Democrat who is running for state Senate and who recently recovered from his own COVID-19 infection, said in a conference call with reporters that Trump should not be coming to Florida.

"It's reckless and irresponsible", Jones said. It seeks to have the event classified as a public nuisance.

Patients are normally classed as negative only after taking the more sensitive PCR test - drawing suspicion from experts on social media that Trump's doctors had administered these but had not received the results they were looking for.

Since his release from a military hospital after three days of around-the-clock care that included access to experimental antibody treatments unavailable to the public, Trump has used his personal experience to try to convince the public that he was right all along.

"It's risky, but you gotta get out", he told supporters, who chanted: "We love you".

Were the town halls to go up against each other, the networks would be competing for viewer eyeballs, even though neither event is likely to generate anywhere close to the massive audience - more than 73 million people - who watched the first general election debate on September 29.

He has also been faulted for downplaying the threat from the pandemic and failing to encourage supporters at campaign events and even White House staff, to wear protective masks and abide by social-distancing guidelines.

The president, desperate to return to in-person events, insisted he was "immune" from the virus on Sunday in a tweet which was flagged for spreading "misleading and potentially harmful information" as the USA continued to report over 40,000 new COVID-19 cases per day.
