"The Premier League has been working in good faith with its clubs and the EFL to seek a resolution to the COVID-19 rescue funding requirement".

The row threatens to further jeopardise the chances of lower-league clubs receiving financial assistance to help them cope with the Covid-19 crisis, as the Government have made it clear they will not help and relations between the Premier League and EFL are increasingly fraught.

The plans include reducing the Premier League to 18 clubs and scrapping the EFL Cup.

The Premier League released a statement after the Telegraph's report was published stating some of the proposals "could have a damaging impact" on the English game. "This work will continue", the statement read in part.

However, one theory - which EFL chairman Rick Parry refused to dismiss when questioned specifically about it twice on Sunday - is that the six clubs have been told they could play within the Football League if their Premier League status was threatened.

Together with the English Football League (EFL), the changes are to be promoted.

However, other aspects of the proposals have been met with strong opposition given the intention to end the one-club, one-vote system in favour of handing the majority of power to the league's wealthiest sides, while there would become a greater disparity in the funds handed out to clubs at the top and bottom of the Premier League.

English clubs already face a disadvantage in European competition due to fixture congestion and so a reduced Premier League calendar and the absence of the League Cup should make it much easier for teams like United to win the Champions League. Parry is braving it out saying when he originally helped to set up the Premier League he was not popular "but the merits (of the new proposals) are enormous".

Manchester United and Liverpool are backing a radical plan to overhaul English football, led by the English Football League, which would see control over the Premier League switch to the top teams, sources have confirmed to ESPN.

But agreeing to this package of changes would also lead to changes in the Premier League only needing approval from six of the nine-longest serving clubs _ rather than the now required 14 of 20 teams. The league has clarified that, beyond production, all money generated from the PPV sales will go back into the pocket of the clubs which are facing a shortfall of £100 million for every month without fans. But do I really think it's for the good of the game as a whole? Why would they be giving 25 per cent of the TV revenues to us if all they were trying to do was grab power?

'Sustainability, integrity and fair competition are absolutely paramount and anything that may undermine them is deeply troubling. They are hoping for a bail-out from the Premier League, which benefits from massive television revenues, but a long-term solution would guarantee long-term stability.
