Sputnik V has been made available to people in at-risk groups, such as such as doctors and teachers, while tests are ongoing.

Chinese President Xi Jinping has also previously declared that Chinese vaccines would be made a "global public good".

Speaking at this year's U.N. General Assembly, Putin offered to provide the Sputnik-V vaccine to U.N. staff for free. He described the offer as a response to popular demand: "Some colleagues from the United Nations have asked about this, and we will not remain indifferent to them".

With a second wave of coronavirus cases sweeping Russian Federation and threatening to overwhelm hospitals, the Kremlin also needs the vaccine domestically as it battles record daily infection rates while seeking to avoid a repeat of a nationwide lockdown in the spring that battered the country's economy. It has also reported over 23,000 deaths. On Wednesday, Russia confirmed more than 14,000 new cases for the first time since the start of its outbreak in the spring.
