The Queen has carried out her first public engagement outside Buckingham Palace grounds since lockdown began in March.

Although Kensington Palace declined to comment, it is understood the duke was also tested in order to accompany his grandmother, and was negative.

On signing the guest book Thursday at Porton Down, the queen quipped: "Well it proves we've been here, doesn't it?"

But royal observers were shocked by one detail: Neither the Queen nor William were wearing masks. The queen had arrived by helicopter separately from the Duke of Cambridge, who had travelled by vehicle.

The monarch and her grandson also met with staff who were involved in the Salisbury Novichok incident, and heard how they were fighting COVID-19 by increasing NHS testing capabilities and researching the novel coronavirus.

The palace said that the decision to go sans mask was decided after consulting the queen's medical team: "Specific advice has been sought from the medical household and relevant parties, and all necessary precautions taken, working closely with [the laboratory]".

But the Salisbury engagement comes amid a resurgence of the virus, as the country battles a second wave and stricter restrictions for some areas.

The Queen defied rumors that she was considering withdrawing from public life with her first appearance since the United Kingdom lockdown began in March.

As coronavirus swept across the United Kingdom, she and her husband Prince Philip, 99, retired first to Windsor Castle west of London, as a precaution due to their age.

The British monarch has spent time at Windsor Castle, Balmoral Castle, and the Sandringham Estate over the past seven months, with royal appearances taking place from her residence and via video message.
