An attorney for the state Department of Elections said the department will issue advisories to voter registrars around the state, send out press releases and publicize the extension on social media. So it's unclear if the deadline to register to vote will be extended due to the IT outage.

Tuesday was the final day to register to vote in-person, online or by mail in Virginia. "Since I was Governor, Virginia has been a leader in protecting people's right to vote, and we will always stand up against any kind of potential disenfranchisement", said former Virginia Governor Terry McAuliffe in a statement.

New Virginia Majority Education Fund and a coalition of groups filed a lawsuit on Tuesday in the U.S. District Court in Richmond to extend the deadline for voter registration.

The Lawyers' Committee for Civil Rights Under Law had sought the extension, saying voters would be "absolutely disenfranchised" without it. The statement also said technicians were working on a fix.

It's unclear what caused the fiber optic cut, but the incident is shaking trust in the state's election systems.

After acknowledging that the state lacked a backup plan after a 10-gigabit optical fiber circuit was inadvertently cut during a Chesterfield County roadside utilities project on Tuesday, Virginia Gov. Ralph Northam (D) expressed support for extending the state's voter registration deadline, but said that only the courts could do so. The agency did not provide a timeline for when the cable would be repaired.

"Verizon technicians are on site and working to fix the cut; updates will be provided as work progresses", Ms. Gaines wrote.

Secretary of Administration Keyanna Conner said the circuit was installed this spring to handle increased web demand during the coronavirus pandemic. She said officials were optimistic that a temporary fix would be in place by 4 p.m. Tuesday and were working with Verizon for a permanent fix. "With the new deadline to register to vote on Thursday night, it is important every eligible Virginian is registered to vote by the new deadline".
