Travellers on the first commercial flights from New Zealand in seven months have landed in Sydney today - in the first phase of a transtasman travel bubble.

Late on Friday, Victoria's Department of Health and Human Services (DHHS) confirmed the arrival of the group into Melbourne, but said its authorised officers did not have the authority to detain them.

Those arriving in New South Wales and the Northern Territory in Australia will not have to quarantine - with zero cases now reported in New Zealand.

However upon returning home, New Zealanders who have travelled to Australia will have to complete 14 days of quarantine at their own expense.

The state of Victoria is not part of that arrangement and interstate travel still requires a mandatory 14-day quarantine at the point of arrival in the country, the website states.

MELBOURNE, Australia (AP) - Australia's Victoria state has reported just one new case of COVID-19 and no deaths as the city of Melbourne moves closer towards the easing of some lifestyle restrictions.

"It is an important first step in bringing back worldwide travel, and we hope that Prime Minister (Jacinda) Ardern returns the favour in the near future", said Ms Berejiklian, referring to the New Zealand leader.

He got into Melbourne easily and wasn't told anything about having to quarantine or be detained.

The ABC understands the passengers flew to Sydney and got a connecting to flight to Melbourne.

"They are making up a bigger proportion of our daily total, in part because they are the hardest ones to find", he said.

Mr Andrews said the whereabouts of the 17 people are unknown. "I wanted to know about quarantining or anything that I needed to do, and they told me that I should be fine".

According to Air New Zealand, 90 per cent of the 300 tickets booked on the first flight into Australia are one-way tickets.

Victoria, and in particular the state capital Melbourne, have endured months of strict lockdown measures, although Premier Daniel Andrews is due to announce plans to ease some restrictions tomorrow.

"We assume they are in metropolitan Melbourne and we will make contact with them as soon as Australian Border Force provide us with the cards", Andrews said.

"Victoria has not agreed to a travel bubble arrangement with New Zealand and did not expect to receive global travellers as a result of NSW making that arrangement".

DHSS has been approached for comment.
