In a press conference today, Andrews said Victoria authorities had been alerted to the increased number of breaches by Australia's federal government.

It was initially reported that 17 people arrived in Sydney from New Zealand and flew on to Melbourne on Friday, the first day of the one-way trans-Tasman "bubble".

But the Victorian government has said it did not expect to receive global travellers as a result of New South Wales making a travel bubble arrangement with New Zealand.

"This strategy is working and will continue to work", Andrews said.

But officials wanted to have a "conversation" with the passengers from New Zealand to ensure they knew what the specific rules for the state of Victoria were.

There are now 15 cases with an unknown source in Melbourne and zero in regional Victoria wit 136 active cases in the state, including 11 healthcare workers.

"I'm not doing what is popular, I am doing what is safe, because we don't want to be back here again" if there is a new wave of infections, Andrews said. The travellers will be forced to undergo a 14-day mandatory quarantine period, taking up valuable spots for Australians returning from overseas.

But the federal government, which is responsible for worldwide borders, has repeatedly stressed the program is working as it should, with the arriving travellers able to move through the country subject to state's quarantine restrictions like any other Australian citizen.

Within days of the scheme operating, travellers have wrongly travelled to Western Australia, Victoria, Tasmania and now South Australia.

Andrews said they had managed to locate 23 of those people at 16 addresses, after receiving the list 12 hours after they arrived.

Andrews said there were now authorised officers based at Melbourne Airport as a result of the incident. "None of us can change that", Mr Andrews said as he lashed the federal government.

"The Federal Government when times get tough, just wash their hands of any responsibility".

"If you are travelling from New Zealand and have passed all relevant immigration and biosecurity requirements as established by the Federal Government, NSW Government and Northern Territory Government, then you are able to travel to Victoria", the Department of Health and Human Services website says.
