While Trump has scarcely been seen since President-elect Joe Biden was projected as the victor more than a week ago, he has regularly continued to fire off tweets contending - without evidence - that he won the election and that it was stolen because of rampant fraud. Under state law, a losing candidate within a percentage point of the victor can request a recount.

In a rare win for Trump in his legal assault on the election results, the Pennsylvania Supreme Court said on Wednesday it would take up an appeal challenging thousands of mail-in votes cast in Philadelphia that were missing information on the return envelopes.

Trump's refusal to concede the November 3 election is blocking the smooth transition to a new administration and complicating Biden's response to the coronavirus pandemic when he takes office on January 20.

Some networks have projected Biden the victor in Georgia, which is recounting its votes, boosting him to 306. This year that falls on December 8.Legal experts say it is unlikely Trump's bid to stop certification will be successful."It would take very serious allegations before a judge would be willing to issue an order to stop certification of the results", said Robert Tsai, a professor at Boston University's School of Law.In theory, if a certification process was stopped by a judge, it could "create enough chaos" that state legislators try to intervene in identifying the state's electors, according to Tsai.That could mean a Republican-controlled legislature could play a role in what votes are cast in the electoral college.But state legislators stepping into such a situation could "risk overthrowing the preference of their constituents", Tsai said.

In the state-by-state Electoral College that determines the overall election victor, Mr Biden captured 306 votes to Mr Trump's 232.

To remain in office, Trump would need to overturn results in at least three large and closely competitive states to reach the threshold of 270 electoral votes. The party's chosen electors submit their votes next month to be counted by Congress on January 6.States have different deadlines for certifying their vote, but as long as all of them have settled any controversies by what is known as a "safe harbour" deadline then those results are considered conclusive.

In Pennsylvania, where Biden won by 82,000 votes, the Trump campaign is asking a judge to declare him the victor there, saying its Republican-controlled legislature should choose the state's slate of 20 electoral college voters.

President Donald Trump's re-election campaign said it is seeking a partial recount of Wisconsin's presidential election results, as part of its long-shot attempt to reverse President-elect Joe Biden's victory.

Georgia is one of several states where Trump's campaign is contesting election returns, so far without success.

Those legal motions, sprinkled with factual errors, have been dismissed by Biden's campaign as "theatrics" that are not based on sound law.

However, it does appear to be affecting public confidence in American democracy. Trump won, according to the Reuters/Ipsos poll.

"(The threats) are a symptom of a deeper problem in our state and country - the consistent and systematic undermining of trust in each other and our democratic process", Hobbs said.

Trump, who has largely stayed in the White House and kept out of public view since the election, has no public events scheduled for Thursday.

His administration has so far refused to recognise Biden as the victor, which has held up funding and security clearances to ease the transition from one president to another ahead of the January 20 inauguration.
