The recounts in Milwaukee and Dane counties, where Joe Biden outpolled Trump by a more than 2-to-1 margin, will begin Friday and must be done by December 1.

In Pennsylvania, where Biden won by 82,000 votes, the Trump campaign is asking a judge to declare him the victor there, saying its Republican-controlled legislature should choose the state's slate of 20 electoral college voters. Barring a series of unprecedented events, Biden will be sworn in on January 20. He won the popular vote by more than 5.8 million.

The Trump campaign paid the state $3 million on Wednesday, according to the Wisconsin Elections Commission. The party's chosen electors submit their votes next month to be counted by Congress on January 6.States have different deadlines for certifying their vote, but as long as all of them have settled any controversies by what is known as a "safe harbour" deadline then those results are considered conclusive.

In the state-by-state electoral college that determines the victor, Biden has captured 306 electoral votes to Trump's 232, well ahead of the 270 needed for victory. Since his loss, Trump has been ridding his administration of officials seen as insufficiently loyal and has been denouncing the conduct of an election that led to an embarrassing defeat to Biden.

To remain in office, Mr Trump would need to overturn results in at least three states to reach the threshold of 270 electoral votes.

President Donald Trump's refusal to cooperate with his successor is forcing President-elect Joe Biden to seek unusual workarounds to prepare for the exploding public health threat and evolving national security challenges he will inherit in nine weeks.

Trump lost the state by almost 21,000 votes, and election experts have long said the president's call for a recount stands no chance of realistically reversing the outcome. "There will be no evidence of voter fraud only voter suppression". But the Trump campaign simply "doesn't have the votes" to reverse the result, according to Secretary of State Brad Raffensperger.

A Reuters/Ipsos poll released on Wednesday showed about half of Republicans believe Mr Trump "rightfully won" but the election was stolen from him. The two counties represent about 35% of all statewide votes for the president-elect. But when asked specifically whether Mr Biden had "rightfully won", 52 per cent of Republicans said Donald Trump rightfully won, while only 29 per cent said that Mr Biden had rightfully won.

The Trump campaign has baselessly claimed that absentee ballots were "illegally altered" and "illegally issued" by elections officials who allegedly gave "illegal advice" to voters.

At a federal court hearing in Pennsylvania on Tuesday, US District Judge Matthew Brann appeared sceptical of Mr Trump's request to block officials from certifying Mr Biden's win in that state by more than 80,000 votes. "This cherry picked recount is nothing more than effort to subvert the will of the people of Wisconsin".
