It came amid a report from the Sunday Times that intelligence chiefs did "not trust" Ms Patel and had limited intelligence-sharing with her, prompting a strong Government denial.

The BBC, citing unnamed sources, said the draft report had found Patel had broken the ministerial code which states ministers should treat officials with respect, and that there was evidence of bullying, even if it was unintentional.

She was sacked as International Development Secretary by Johnson's predecessor, Theresa May, for holding unauthorized meetings with Israeli Prime Minister Benjamin Netanyahu and other senior officials during a private trip to the country.

He added: "Her approach on occasions has amounted to behaviour that can be described as bullying in terms of the impact felt by individuals".

He said there were "occasions of shouting and swearing" that had upset people, though he accepted that Patel may not have meant to have that effect.

Earlier this week the former head of the civil service Lord Sedwill told MPs the investigation was now "with" the prime minister.

The statement went on: "As the arbiter of the code, having considered Sir Alex's advice and weighing up all the factors, the Prime Minister's judgement is that the Ministerial Code was not breached".

"It is hard to imagine another workplace in the United Kingdom where this behaviour would be condoned by those at the top", said Labour party leader Keir Starmer.

United Kingdom adviser on ministerial code, Sir Alex Allan, announced that he has resigned.

The prime minister's press secretary, Allegra Stratton, insisted Johnson took allegations of bullying "exceedingly seriously". Yet again, it seems to be one rule for them and another for everyone else.

Members of Britain's Conservative government defended the country's interior minister on Friday after an investigation reportedly found she broke ministerial rules by bullying staff.

"I am very grateful for the hard work of thousands of civil servants who help to deliver the government's agenda", she added.

A Cabinet Office investigation was launched in March over allegations that Patel belittled colleagues and clashed with senior officials in three different departments, but the result of the probe has yet to be revealed.

It followed the resignation of the Home Office's permanent secretary Sir Philip Rutnam who accused Ms Patel of a "vicious and orchestrated briefing campaign" against him and is claiming constructive dismissal at an employment tribunal.
