China did start adding "clinically diagnosed" cases to its totals in mid-February, but by then the virus had already spread far beyond its own borders. It's not just about any intentional cover-up, you are also constrained with by technology and other issues with a novel virus. It took, on average, 23.3 days from the time a patient began experiencing symptoms until the patient's confirmed condition was reported, according to the CNN report.
