People are allowed to leave the cities only when absolutely necessary.

The number of new cases in mainland China reported on Tuesday nearly halved from a day earlier and remained a small fraction of those seen at the height of the outbreak in early 2020.

Beijing reported no new confirmed cases on Tuesday, but city authorities have further stepped up screening and prevention measures to prevent another cluster from developing there.

On Wednesday, the National Health Commission reported a total of 115 new confirmed cases on the mainland, compared with 55 the previous day, the highest daily increase since July 30.

Of the locally transmitted cases, 90 were reported in north China's Hebei Province, 16 in Heilongjiang Province and one in Shanxi Province, the commission said in its daily report.

In a village in the south of Beijing that shares a border with Hebei, residents were stopping vehicles and asking to see health-tracking codes on mobile phones.

A Chinese province of more than 37 million declared an "emergency state" on Wednesday to snuff out a handful of Covid-19 cases, as the country moved decisively to contain infections.

China's state planning agency said it expected population flows during next month's Lunar New Year period to be "markedly less" than in normal years, with a bigger share of people choosing cars over other transport. Many provinces have issued notices urging workers to stay put for the festival.

The city of Langfang in Hebei on Tuesday has confirmed its 4.9 million residents will be put under home quarantine for seven days and subject to mass COVID-19 testing.

China's Hebei province near capital Beijing had witnessed a virus surge. The province has shut off certain sections of highways and is ordering vehicles registered to Shijiazhuang to turn back.

China has administered more than 10 million vaccine doses, NHC official Wang Bin said on Wednesday, and has ramped up testing capacity to 12.55 million people per day, or 10 times the level last March.

Yichun city in Heilongjiang province on Tuesday reported one new asymptomatic case linked to Wangkui, as well.

Suihua city in Heilongjiang was sealed after it confirmed one coronavirus case and 45 asymptomatic cases with smaller cities near Suihua also set to be sealed or placed under travel restrictions. Beijing also reported four asymptomatic cases.

The number of new asymptomatic cases, which China does not classify as confirmed cases, fell to 38 from 81 cases a day earlier, while 556 asymptomatic patients remain under medical observation.
