Preparations for Tokyo Olympics progress despite surging coronavirus cases”

The month-long state of emergency was implemented in the greater Tokyo area last week.

Japan initially managed to avoid the kind of explosion in coronavirus cases seen in countries such as the United States, but infections have risen steadily.

"Beginning with Osaka, we'll look at the situation in prefectures where the situation is serious and, after consulting experts, promptly decide on (whether to declare) a state of emergency", Chief Cabinet Secretary Katsunobu Kato, the government spokesperson, told reporters after the meeting.

Now, Mr Suga has accepted a further request from the governors of the prefectures of Osaka, Kyoto, Hyogo, Aichi, Gifu, Fukuoka and Tochigi to expand the state of emergency.

But the emergency declaration, which Suga aides described as the government's "most important message for the population", has failed to achieve the intended result: reducing contacts among people significantly.

Suga has faced criticism for not taking strong enough government action earlier in the outbreak.

In an effort to help the struggling services sector, the Government had previously encouraged citizens to travel domestically and dine out by offering generous subsidies. He also promised to successfully hold the Tokyo Olympic, which were postponed from previous year until this coming summer.

Though less seriously hit by the pandemic than many other countries, Japan has been unable to rein in the virus.

Japan has repeatedly insisted it will hold the Games despite opinion polls showing a majority of respondents want them postponed again or cancelled.

Although - unlike most places in the world - the law does not now allow authorities to enforce these requests, the government is planning legislation to fine businesses that do not comply.

Japan will take additional measures at the border to prevent imported infections, PM Suga said.

Japan Medical Association President Toshio Nakagawa said at a news conference Wednesday that medical systems in the country have been collapsing, with regular daily treatment at many hospitals compromised due to the growing burden of coronavirus patients. Stage 4 means an explosive growth in new cases, while in stage 3 new cases are surging. Another variant was also detected in four people arriving from Brazil this week.
