Rochester PD Under Fire for Pepper Spraying 9-Year-Old Girl”

A nine-year-old girl was handcuffed and pepper-sprayed by police in the U.S. city of Rochester, footage released Sunday showed, sparking new outrage over excesses committed by the country's law enforcement.

"What happened in Rochester on Friday is deeply disturbing and wholly unacceptable". They said officers detained the minor in order to get her assistance.

Cops then asked the mother if she had stabbed the girl's father, to which the girl says, 'Yes he did'. Officials have not identified the girl.

The city launched a Person in Crisis Team under its Office of Crisis Intervention Services late a year ago and took away certain responsibilities from RPD. Video footage shows at least six police vehicles were present by the end of the incident.

"I'm not going to stand here and tell you that for a nine-year-old to have to be pepper-sprayed is OK".

Police Chief Cynthia Herriott-Sullivan said at the press conference that it was not okay to have the girl pepper sprayed, the outlet reported. "I don't see that as who we are as a department, and we're going to do the work we have to do to ensure that these kinds of things don't happen".

"I'm not making any excuses for what transpired", Rochester Executive Deputy Chief Andre Anderson said Sunday as he described the incident.

Police said officers were responding to a report of "family trouble" Friday. She denied stabbing him, and asserted the father attacked her. Things escalated, with the mother getting right in the 9-year-old's face.

When officers tried to put the girl in the back of a patrol vehicle, she began resisting and kicking at the officers, CNN reports.

"Unbelievable", said the officer, walking to the rear of the patrol vehicle. "She was trying not to be restrained to go to the hospital".

Police bodycam footage shows officers handcuffing and pepper-spraying a 9-year-old girl in Rochester, New York.

"I want my dad", she said.

A female officer stepped in, trying to convince her to get in the backseat. She began arguing with the girl.

He said the officer, who has not been identified, made a decision to subdue the distraught child and acted in a manner that didn't physically injure her. She added, "I have a 10-year-old child, so she's a child".

Anderson said officers then chose to remove the child from the situation and transport her to an area hospital.

The girl reportedly ran from the home when officers arrived, but was chased down outside in snowy conditions. During the call, the officers were approached by the girl's mother, her custodial parent. About a minute later, another officer can be heard saying, "Just spray her at this point". She then demands for 'a girl officer, ' and one shows up.

"It is clear from the video that we need to do more supporting our children and families", she said at a press conference Sunday.

Police announced an internal investigation, but haven't said if any of the involved officers have been suspended.

The city's mayor said authorities are investigating the situation. She is seen screaming before her head is held down against the snow-covered ground and is handcuffed. "She's a baby", Warren said.

On January 29, a distraught 9-year-old girl, seen on a Rochester NY police body-cam video released two days later, claimed that she meant to kill herself and her mother, according to the description of Deputy Police Chief Andre Anderson.
