Top advisers to Democratic leaders of the NY state Assembly and Senate were first alerted to the immunity push by an email from Beth Garvey, a lawyer for Mr. Cuomo, according to a legislative official.

The February report revealed that Cuomo's interactions with staff often resulted in altercations and intimidation, while those outside the governor's direct control claimed the executive was not averse to wielding threats when opposed, telling them they would be in the crosshairs of negative news stories or otherwise politically challenged. The women work in a variety of fields - some in politics, others in academics, others in business.

One current staffer whose name has been kept confidential accused the governor in an account published last week by The Times Union newspaper of Albany of groping her breast in the Executive Mansion a year ago. She said she eventually asked for a job transfer.

Assembly member Ron Kim said lawmakers aren't getting the answers they need, either.

CHARLOTTE BENNETT, 25, a former Cuomo aide, said the governor asked her about her love life - including whether she ever had sex with older men - and talked about his own, saying that age differences didn't matter in relationships and he was open to dating women over 22.

Hospitals and nursing homes have said the immunity provided essential protection in the early months of the pandemic when they were forced to make good-faith decisions about allocating care and resources.

"A delay in impeachment does exactly what the governor most desires, which is for the public pressure to settle down".
