Washington has said it is willing to work with China when it is in United States interests, citing climate policy and the coronavirus pandemic as examples.

Johnson said all these measures require something in exchange and would serve as a test of Beijing's willingness to improve relations.

U.S. officials said Yang's opening remarks went far beyond the two minutes the two sides had agreed upon before the talks.

"Neither side benefits from this meeting being judged a total failure", Glaser said.
