Johnson & Johnson has vowed to expand staff and oversight at the plant, according to The Washington Post. Meanwhile, the measures Emergent put in place to "prevent contamination or mix-ups" had come up short, the investigator said.

Earlier this week, Emergent BioSolutions said in a statement that it was acknowledging that it botched a batch of vaccines but it remained confident in its ability to meet the United States government safety requirements and standards.
