China says to hold talks with Kerry in Shanghai on COP 26”

US Special Presidential Envoy for Climate John Kerry will visit China and South Korea this week, the State Department said, ahead of a US-hosted climate summit of world leaders, including South Korean President Moon Jae-in.

Mr Kerry, the first Biden administration official to visit China, is expected to meet with his counterpart Xie Zhenhua, and may also speak with senior foreign policy officials.

China's leader Xi Jinping is yet to confirm if he will attend the summit.

"We're not trading something to do with the planet and health and security for something else that's more of a political or ideological difference or a practical difference in the marketplace", said Kerry.

In Shanghai, officials are expected to discuss environmental challenges, areas which both China and the USA say are top priorities, as well as the upcoming UN-led climate talks to be held in Glasgow at the end of the year.

The United States is renewing a call that all nations including the US and China "must raise their ambitions" on carbon neutrality, as officials from the world's two largest emitters held talks in Shanghai on Thursday.

China "now shouldered the responsibility of global climate governance" and won't be part of a US-centred climate campaign, the nationalistic Global Times cited experts saying Thursday.

The suggested goal would nearly double the target set by the Obama administration after it signed the Paris climate accord in 2015.

Kerry is expected to seek further cooperation from China in reducing greenhouse gas emissions, ahead of an online climate summit by major emitting countries that the United States is hosting next week.

"China is the largest coal consumer, it is still building coal-fired power plants, both domestically and along the Belt and Road region", he told AFP, referring to China's sprawling worldwide infrastructure plan.

The New Zealand government has introduced several policies to lower emissions during its second term including promising to make its public sector carbon-neutral by 2025 and buy only zero-emissions public transport buses from the middle of this decade.
