The losses in congressional seats could affect Detroit, which shares the 14th and 13th Congressional Districts with some of its suburbs. Disruptions from COVID-19 during last year's counting, however, have made shifts in each state's population particularly hard to predict.

Texas will receive two more congressional seats next year, and five states - Florida, North Carolina, Colorado, Montana and OR - will gain one congressional seat each, the census bureau said.

Joe Fain, a former state senator, and Paul Graves, who served in the state House of Representatives, are the GOP members.
