The province said federal quarantine rules are being bypassed by travellers who book return flights into nearby US airports, take a taxi or limousine to a land border crossing, and then walk or drive across the border.

Trudeau dismissed Ford's claims that Canada's "borders are broken", maintaining that there are already tight controls on land crossings, including tests before and after arriving in Canada and mandatory two-week quarantines.

According to the CBC, the letter, sent by Ontario Deputy Premier Christine Elliott and Solicitor General Sylvia Jones, says: "We are requesting the implementation of a mandatory three-day hotel quarantine in federally designated hotels at the highest traffic crossings including those in Niagara, Windsor, Sarnia and Brockville".

Ford also spent much of the news conference blaming travel for the spread of COVID-19 variants in Ontario, even going so far as to say that workplace spread of the disease could be attributed to land border crossings.

Dr. Theresa Tam said the number of people with severe illness continues to rise, with an average of 4,400 hospitalizations each day over the past week, including 1,420 patients in intensive care.

Roughly 90 per cent of all new COVID-19 cases in Ontario are variants of concern (VOCs).

Phillips' trip overseas occurred at a time when the premier was asking Ontarians not to gather over Christmas holidays and Ford was questioned how it was possible for a minister in his cabinet to leave the country without the premier knowing.

Quebec reported 1,041 new COVID-19 cases Friday and 13 more deaths.

Health officials in New Brunswick identified 15 new cases.
