Kwon still didn't specify what steps North Korea would take, and his statement could be seen as an effort to apply pressure on the Biden administration as it's shaping up its North Korea policy.

And a third statement attributed to North Korean leader Kim Jong Un's sister, Kim Yo Jong, warned South Korea would face consequences after North Korean defectors used balloons to send leaflets into North Korean territory. The Bush administration removed North Korea from the USA list of state sponsors of terrorism and took other steps in exchange for Pyongyang's actions, which included disabling certain nuclear facilities. Those tests were not prohibited under United Nations sanctions.

"We regard the maneuvers committed by the human waste in the South as a serious provocation against our state and will look into corresponding action", Kim Yo Jong said in a statement.

She also accused South Korean authorities of not stopping what she called the reckless acts.

South Korean officials earlier said they were checking if Park truly floated the leaflets and that they would deal with the case in line with the law.

The new policy approach is timely, as Biden is set to welcome South Korean President Moon Jae-in to the White House on May 21 to highlight their "ironclad alliance", the White House says.
