What's permitted in the three stages of Ontario's reopening plan”

Step One An initial focus on resuming outdoor activities with smaller crowds where the risk of transmission is lower, and permitting retail with restrictions. Once that threshold is reached, outdoor gatherings for up to 10 people will be allowed, non-essential retail capacity would reopen at 15 per cent capacity, and outdoor dining would be allowed for up to four people per table.

Team sports or practices are still not allowed under the outdoor reopening. Under that phase, large outdoor gathering will be allowed for up to 25 people, while small indoor gathering will be allowed for up to five people.

- Outdoor sports leagues, outdoor meeting and event spaces, outdoor performing arts and cinemas with capacity limits.

Also on Friday, the province announced it would resume use of the Oxford-AstraZeneca COVID-19 vaccine as a second dose. Multiple reports Thursday morning suggest the province will unveil how the government will reopen after the third lockdown of the COVID-19 pandemic.

"With this roadmap, it is clear there are brighter days ahead", Elliott said. During this time, the government will continue to work with stakeholders on reopening plans to ensure full awareness of when and how they can begin to safely reopen.

Additionally, the province says outdoor recreational amenities, including golf courses, tennis and basketball courts, can open this Saturday with restrictions.

Hladkowicz said she's hopeful that rules will continue to relax, with less strict outbreak protocols keeping residents indoors when staff test positive, more flexibility around possible time slots and longer visits. "We must remain vigilant however, as the fight against COVID-19 is not over and our case counts, ICU capacity and hospitalizations are still concerning. It remains critical that all Ontarians continue to follow all public health and workplace safety measures now in place to help further reduce transmission and save lives".

Until then, people can take advantage of newly reopened outdoor facilities, though everyone is still being encouraged to physically distance, mask up, avoid non-essential travel between regions or elsewhere, maintain good hand hygeine and keep away from crowded places.

All regional clinics and pharmacies are administering doses of either Pfizer or Moderna vaccines. In order to move to stage one, 60 per cent of adults will have had to receive one dose. They are also offering information on workplace rapid antigen screening, supports available for businesses, as well as job-protected Infectious Disease Emergency Leave and paid sick days through the Ontario COVID-19 Worker Income Protection Benefit.

- Expanded capacity at personal care services.

When asked about the possibility of reopening schools, Ford once again said there needs to be consensus, which he said is not occurring. There are now 29 orders in effect under the ROA.
