People who have visited the listed stores during the specified times must get tested and quarantine for 14 days.

There is new advice for people who attended the Highpoint Shopping Centre exposure site, with CCTV footage allowing the Department to provide more specific information on which individual stores the positive case visited.

According to New Zealand's Ministry of Health, this means that these specific people are ineligible to travel to Aotearoa within 14 days from exposure - even with a negative Covid-19 test.

Melbourne residents who arrive in the New South Wales (NSW) capital of Sydney must now complete a declaration to confirm they have not attended any of the exposure sites.

Visitors to people's homes will also be limited to five per day, and public gatherings will be capped at 30.

The statement from Hipkins on Tuesday said that while the new case announced in Melbourne was not unexpected, New Zealand officials had assessed the situation and the most cautious option was to pause the travel bubble with Victoria "as there are still several unknowns with the outbreak".

"As the vaccine rollout progresses, we can give greater certainty to Australians in terms of what being vaccinated delivers for them by way of benefits across the country", Finance Minister Simon Birmingham told ABC Radio on Monday.

All domestic borders remain open despite most states and territories issuing updated travel advice for recent Victorian arrivals.
