The bill would require states to expand mail-in voting, which was used widely in last year's presidential election because of the coronavirus pandemic, and it would also lengthen the hours of in-person balloting.

Manchin said he would throw his support behind an alternative voting bill that has received broader bipartisan support, called the John Lewis Voting Rights Advancement Act. Biden also seemed to call out Manchin and Sinema for stalling action on voting measures, though he has not said he wants to end the filibuster.

The voting rights legislation would nullify many GOP-led voting restrictions passed in the states.

Democrats have said the federal legislation is necessary, especially to ensure the voting rights of minorities, while accusing Republicans of trying to limit such voting because Blacks overwhelmingly vote for Democrats.

Manchin said lawmakers should instead focus on activating the groundbreaking voting rights law that was weakened by the 2013 Supreme Court ruling. However, following President Donald Trump's false allegations about the 2020 presidential election, the urgency increased and a riot broke out in the Capitol on January 6.
