Piracy Doesn't Harm Sales — EU Report”

The report was published in 2015 and allegedly suppressed by the EC. The report, which cost €360,000, show statistical analysis of online piracy indicates scant evidence of affected sales.

The full length of the 304-page report that contains these and other findings was, however, not published by the EU and was only recently released after a member of the European Parliament, Julia Reda, obtained a copy and published it on her personal blog. According to the organization European Digital Rights, the european Commission has intentionally deleted the entire contents of the study, which has been replaced by a report prepared by two officials of the Commission in 2016. We suspect that it is the butter-popcorn stained icy fingers of the copyright cartels, a concern that is not abetted by Reda's claim that her colleagues turned a deaf ear to her questions about the report.

Done by Dutch organization Ecorys, the study might have been lost altogether if not for the effort of European Union parliamentarian Julia Reda. However, the resulting report remained unpublished, until now. "That does not necessarily mean that piracy has no effect but only that the statistical analysis does not prove with sufficient reliability that there is an effect", the report reads. "On the contrary, in the case of video games, the study found the opposite link, indicating a positive influence of illegal game downloads on legal sales".

EU Report on Piracy Suppressed?

This has resulted in various legislative bodies funding research into the correlation between piracy and any perceived fall in sales.

Reda also highlights that the European Commission previously asked Internet Service Providers (ISPs) to introduce filters for user-uploaded content, to essentially spy on customers in an attempt to prevent piracy of digital copyrighted content. A report that considered a variety of different types of media, from games to books, found that the only medium that suffered a significant loss of sales due to piracy was "recent top films".

The EU Commission is yet to comment on the matter.
